1. Export cargo inspection and quarantine process

1. Pre-inspection and quarantine stage

4. For goods that do not require on-site inspection, the exporter should prepare the goods a few days later, as long as the specifications, quantity, quality, etc. of the goods meet the requirements.

5. If any safety, health or other accidents occur during the production process or during transportation, the exporter should report it to the regulatory authorities as soon as possible and abide by the relevant procedures.

1. Qualifications and requirements for import animal and plant quarantine application

(1) Qualifications of the applicant unit

1. The unit applying for quarantine approval procedures should be a unit with independent legal personality and directly sign trade contracts or agreements with foreign countries.

2. To handle different products, you need to have corresponding qualifications. For example, imported food products need to complete the registration of imported food importers, and imported grain and feed products need to complete the registration of imported grain and feed processing enterprises.

(2) Quarantine requirements

1. There are no relevant animal or plant epidemics in the exporting and passing countries/regions.

2. Comply with China’s relevant animal and plant quarantine laws, regulations and departmental rules; comply with the requirements of bilateral quarantine agreements (including quarantine agreements, protocols, memorandums, etc.) signed between China and exporting countries/regions.

① The applicant unit shall apply for a quarantine license before signing a trade contract or agreement.

② The same applicant can only apply for one license at a time for the same variety, the same exporting country/region, and the same processing and user unit.

2. Quarantine approvalhandleprocess

1. The applicant unit logs into “Internet + Customs” (http://online.customs.gov.cn/), choose to log in with an IC card or register an account, and submit materials to the customs: (Upload the required materials on the platform, no need to submit paper materials)

2. The customs directly under the Customs will review the application after accepting it, and provide review opinions within the specified time limit. If it needs to be reviewed by the General Administration of Customs, the directly affiliated customs shall submit the preliminary review opinions to the General Administration of Customs for review within the specified time limit.

3. The General Administration of Customs or the customs directly under the Customs shall issue quarantine permit documents.
