We are a U.K based company and are currently sourcing below product for our principal Buyer
DIP & PAY PROCEDURE ROTTERDAM
1. Seller send soft offer, Buyer confirms soft offer and issues ICPO.CI/ BANK RWA LETTER
2. Seller issues Full Corporate Offer to buyer.
3. Seller issue Commercial Invoice to buyer, buyer signs and return. Both parties sign MOU / SPA.
4. Seller legalizes and notarizes signed Commercial Invoice with the appropriate authorities.
5. Seller issues to buyer :
a. Refinery /Company Registration Certificate b. Statement of Product Availability
c. Authority to Sell (ATSC) and Collect d. Notarized MOU
e. Unconditional DTA
f. Tank Storage Receipt (TSR)
g. Fresh Q & Q from SGS Rotterdam h. Injection Report
6. Buyer delivers TSA extends tank storage or send Q88 or TSR Seller sends DTA/Inspection Permit for Buyer to perform Dip Test Inspection
7. Upon successful dip test QQ report, Buyer send full logistics including a Notice of Reediness- NOR for Seller to inject fuel into tanks. Buyer pays by MT-103
8. Buyer lifts product and Seller payout intermediaries involved as per NCNDA/IMPFA.
9. Buyer signs one-year contract with Seller after success first shipment.
Trial uplift 1M BBL and 1M Gallons followed by below.
Quantity 1 to 4 Million BBLS of Jet fuel A1 for 52 Weeks with R&E FOB ROTTERDAM Quantity 1to 4 Million Gallons D6 (0,35 % Sulphur 52 Weeks with R&E FOB ROTTERDAM

Buyer will issue RWA letter from Bank for financial capability to seller with ICPO.
Buyer will not issue TSA until they know there’s fuel.
Buyer will need a PPOP or at a minimum ATV to verify product
Buyer has a premium account with SGS, and uses SGS Rotterdam to Verify/Quantify the Fuel; perform sampling for Q&Q. Once the fuel is verified by SGS we provide full logistics and purchase the fuel.
