Soybeans supplied by sellers must be certified by a Russian government agency or an independent first-class surveyor at the loading port indicating that the goods are substantially free from plant-hazardous diseases, pests, and weeds in accordance with regulations of the Ministry of Agriculture of the People's Republic of China Republic.
