- Origin : Non-Russian or Iranian
- Quantities : 2,000,000+ Barrels per month with possible contract extension
- Delivery Port : Houston, Rotterdam, or any designated port

- Target Price : At or below market rates

- Origin : Non-Russian or Iranian
- Quantities : 100,000,000+ Gallons per month on a 12-month renewable contract
